Update/Redo OpenLayers API Documentation

The API docs for OpenLayers are not up-to-date.

We can either continue maintaining the .txt files

and or

start looking into adapting to use the new version of JSDOC, which is in beta.

  • Learn How to use JSDOC2
  • Go through and make OL compliant with new tags
  • Update OL coding standards docs
  • Add post-commit hook to auto-generate documentation
