actually i think there is still a lot of room for improvement with the popups. if we're going to move to a 3.0 release, i would like to take advantage of the API break to change some major things (like getting rid of all the annoying setBorder(), setBackgroundColor(), and others that should really just be css).

Will we actually do that? Unclear.

Will we ever actually do an OL 3.0? Also unclear.

...but just in case....
